Winning material imbalances

Hi.
Is it true that a rook and two pawns outweigh two minor pieces in an endgame?

Capablanca used to think so, but it has to be a position where the extra pawns can roll forward to victory. Otherwise the coordination of the pieces can make life difficult for the side with the Rook.

Glenn Flear wrote about rook vs. two minor pieces (among other endings) in his book Practical Endgame Play. There's also a chapter in Mihail Marin's Learn from the Legends ("Tal's Super Rooks vs. Two Minor Pieces"). And there's a dedicated book: Rook vs Two Minor Pieces by Esben Lund.

A search of my database (6.2M games) for rook vs. two minor pieces where the side with the rook has two more pawns gives a 65.9% score for the side with the rook. (17,072 games; 8,919 wins; 4,677 draws; 3,473 losses; 3 no results.)
