Emil Sutovsky the ACP President will be contacting FIDE to propose that in rapid/blitz events (especially where there are playoffs) where the round times are not certain that the zero tolerance rule shouldn't apply. That seems sensible as the Peruvian player apparently got confused between the start time of 6.15 and 6.50 and English isn't his first language. Reminds me of the Lloyds Bank tournament at Marble Arch many years ago where I turned up 45 minutes late for the last round (other English speakers were defaulted such as Ken Harman) because in the penultimate round they informed the players that the last round would start an hour earlier than stated on the entry form. they informed us in all in Russian, Chinese, Italian etc but not in English!

In a way that goes full circle, since wasn't it Nigel who complained in an earlier World Cup about his opponent arriving late for the playoff, meaning that he had to wait either for an opponent to appear or for the clock to run out? The uncertainty of whether he would be playing contributed in his view to his later loss when the game was played.

That third link includes something on the time default by Jorge Cori (and a rejected appeal), and a picture of Gawain and his opponent. It seems Cori misheard the start time as 18:50 rather than the correct 18:15. An expensive $500 appeal, but probably worth it given the prize money at stake

What added to the confusion is the way Chief Arbiter Ignatius Leong dealt with the breaks: sometimes it was ten minutes between games, sometimes fifteen, and once even twenty-five, when he needed to speak with the Appeals Committee! He also announced the times in different ways, and they were not always very clear, even to us.

More significant, in my opinion, is the preceding comment from the Chess Vibes report:

With such a big event, it's clear that not all players are speaking English on a high level, and so the main flaw by the arbiters/organizers is that they didn't show the starting time for the next game on a big screen, to avoid all possible misunderstanding.

That seems spot on to me, and a serious mistake by the arbiters. How could that happen, when the Chief Arbiter is infallible?
