A bomb scare has cancelled round one 
What do you think they will do here.
Give everyone an unrated ½ pt. bye or play round one on a rest day. (is there a precedent?)

I cannot immediately think of any precedents. Would they repeat the same pairings? They could after all reverse the colours.
Rest days in Swiss tournaments are now very unusual. Even the British Championships has abolished them.
