It feels a bit unfortunate that the lowest rated player gets a full point bye in round 2.

Incidentally, there are two playing halls, with Boards 1-34 in one and Boards 35 -77 in the other.
That's how the FIDE pairing rules are written. The rules and implementation are correct.
