Maybe this is the main reason:
"The absence of London makes it possible for Carlsen to participate the year he is playing for the world title".

In essence this confirms what was said in an admittedly thinly attended Press Conference on the final day of the 2019 Tour Finals in London.
1. There would only be five regular Tour events in 2020, with no event in Asia or Africa.
2. The Tour Finals concept would be put into abeyance for 2020.
3. On the basis of the schedule described above, Magnus Carlsen had indicated his willingness to participate. In previous World Championship years he has played in the Tour only as wildcard.
No-one has signed on the dotted line as yet. Earlier today I participated in a conference call to discuss the details of the Player Agreement and of the Regulations.
As Malcolm Pein has declined to comment to Chess.com about a potential London Chess Classic in 2020, I won't comment either.

Not necessarily. As and when the GCT Chief Arbiter for 2020 is appointed, there will be an announcement in a GCT Press Release, not on here.
