When was the last time Magnus Carlsen failed to win either of these events (or placed highly in them)? (Really, this should only be asked from 2012 onwards, as it was a bit irregular before that.)

He won the Blitz title in 2009 and 2014, and then three in a row from 2017 to 2019.

He won the Rapidplay title in 2014, 2015 and 2019.

He also placed 2nd or 3rd in one of other of them in most years.

In the list below, the rapid placing is first, then the blitz placing.

2012: 2nd and 2nd
2013: DID NOT PLAY
2014: 1st and 1st
2015: 1st and 6th
2016: 3rd and 2nd
2017: 5th and 1st
2018: 5th and 1st
2019: 1st and 1st
2020: NO EVENT
2021: 3rd and 12th

I was going to say that 2013 was the last time he finished outside the top two in both events, but I think I am right to say that he didn't play that year because he had just become World Champion in November?

I think this is his worst overall placing across both events since this FIDE series of championships started in 2012. Certainly 12th in the Blitz is disastrous by his standards (due to that last round loss to MVL).

EDIT: I was wrong about 2013. According to http://wrbc2013.fide.com/ Carlsen was not in the list of players participating at either event, and that would be because it was in June that year, and Carlsen was presumably preparing for his world title match.

Well tbf he did effectively tie for first in one event, though his Blitz performance was indeed disappointing by *his* standards.

(as I said, losing a meaningful last round game is something he can't have done too often either)

Yes, I updated my post to include all his placings in these events since 2012, and that last round loss must really sting, as would finishing 12th. Scoring 13.5/21 is also way down on the scores he would expect to get in such an event. In past years he has scored 16.5/21, 16/21 and 17/21.

What’s the best British placing historically at these events? I saw Howell was 36th in the Rapid, but was it 5 years ago he was 30th? I was only doing a quick search on chess results though.

Adams was seventh in the 2003 World Rapid.

Mamedyarov (Azerbaijan) - Petrosian (Armenia) from the World Blitz 2021. Fair to say these countries don't get on. The players from them repeated the position endlessly because neither wanted to be the one asking for a draw and in the end, Mamedyarov had to chase around for an arbiter to do it for them. No handshake at the end obviously.

I'm not sure that white did a lot wrong. Black was the one forcing perpetual check and I would expect him to be the one to offer the draw. Given his reluctance to do so I'm not sure that any attempt from white would have been favourably received.
