World Rapid and Blitz Championships, Astana 1-5 July 2012

Regulations for the Semi-finals of the World Rapid and Blitz Championships, Astana 2012

1. Invitation
1.1. The Chess Federation of the Republic of Kazakhstan, the Chess Federation of Astana, the Agency of the Sports and Physical training affairs of the Republic of Kazakhstan and FIDE are honored to invite all Chess Federations – members of FIDE and eligible players to
participate in the Semi-finals of the World Rapid and Blitz Championships to be held in
Astana (Kazakhstan) in July 1-5, 2012.
2. Participation
2.1. Rapid and Blitz Championships is open for all players representing the National Chess Federation with at least 2300 International Elo rating.
2.2. Organizers are entitled to limit the number of participants per federation.
2.3. Applications have to be sent by the national federations only.
2.4. Registration fee, accommodation and travel expenses are covered by the participants, sending organizations.
3. Participation fees
3.1. Each participant pay out a sum of registration fee to the organizer according to rating:
2300 - 2399 –100 USD
2400 – 2499 – 60 USD
2500 – 2600 - 35 USD
Above 2600 – no fee
4. Registration of participants
4.1. Applications for participation are accepted before June 20, 2012.
4.2. Players can participate in the Championship, if their national chess federation sent official application signed by representative of this national chess federation only.
4.3. Registration form includes the following information: Country/federation, ID FIDE, Surname, Name (names), Date of birth, International rating and FIDE title, passport data of each player
4.4. Registration forms and confirmation of registration fee payment are to be sent to the organizers by e-mail: [email protected] before June 25, 2012
5. Payment
5.1. All payments (hotel, registration fee, transfer) are paid in US dollars and transferred to the organizer’s bank account. Account information:

5.2. Fee to Foreign bank and transfer fee should be paid by the payer. Players are not entitled to take part in drawing of lots, until all the payments arrived in the organizer’s account.
5.3. Final date for all payments is June 25, 2012.
6. Accommodation
6.1. Accommodation and meal (breakfast only):

- 170 $ per day, 1 person in (lux) single room,
- 104 $ per day, 1 person in (standard) single room,
- 123 $ per day, 2 persons in double room.
6.2. The hotel provides all participants with free Wi-Fi in the rooms and in the foyer
6.3. Accommodation fee should be paid in advance. Payment should be made in US dollars.
7. Venue
Competitions are held in Duman hotel complex, 2а Kurgalzhin highway
Complex is located in the modern center of Astana, on the left bank of the Ishim River.
8. Transfer
8.1. Organizers provide transfer from Astana airport and Astana railroad station to hotels
8.2. Transfer from airport (station) to hotel and back at the day of going costs 50 $ per person
8.3. Transfer should be paid before June 25 to the bank account of the organizer
8.4. All participants must confirm the date and time of arrival in Astana before June 25, 2012.

10. System of Rapid Chess Qualification Competitions.
10.1. Rapid Chess Qualifying Tournament is held in 02-03.07.2012 as a Swiss Tournament with 9 rounds
10.2. Time control - 15 minutes + 10 seconds per each move of each player to the end of the round
10.3. The final standing of players in the qualifying tournament is determined by the number of points scored. If two or more players scored the equal number of points, priority is determined by:
• Median Buchholz system (i.e. Buchholz score without the best and the worst results);
• Buchholz system;
• Number of wins;
• Results between the players involved.
• "Sudden death" game (if more than two players - a single round) – five minutes to the player with white pieces, four minutes to the player with black pieces, draw is given with black pieces.
10.4. The participants, who took the 1-3 places, are entitled to participate in the Final of the World Rapid Championship.
10.5 For the participants, who took the 1-3 places, hotel accommodation costs (from 01.07 to 08.07.2012), plane ticket are paid.
11. System of Blitz Chess Qualification Competitions.
11.1. Blitz Chess Qualifying Tournament is held in July 4, 2012 as a Swiss Tournament with 11 rounds
11.2. In each round participants play 2 rounds with each other (white and black pieces).
11.3. Time control - 3 minutes + 2 seconds per each move of each player to the end of the round
11.4. The final standing of players in the qualifying tournament is determined by the number of points scored. If two or more players scored the equal number of points, priority is determined by:
• Median Buchholz system (i.e. Buchholz score without the best and the worst results);
• Buchholz system;
• Number of wins;
• Results between the players involved.
• "Sudden death" game (if more than two players - a single round) – five minutes to the player with white pieces, four minutes to the player with black pieces, draw is given with black pieces.
11.5. The participants, who took the 1-3 places, are entitled to participate in the Final of the World Blitz Championship.
11.6 For the participants, who took the 1-3 places, hotel accommodation costs (from 01.07 to 10.07.2012), plane ticket are paid.
12. Appeals Committee
12.1. Two players and two reserves will be chosen during the Players’ meeting to constitute the Appeals Committee.
12.2 No member of the Appeals Committee shall sit in judgment in a dispute involving a player or party from his Federation except where the dispute is between two players or two parties from his Federation.
12.3. All protests must be submitted in writing to the Appeals Committee not more than 15
minutes after the relevant playing session, or the particular infringement complained
against.
12.4. The Committee may decide on the following matters within a reasonable time frame:
a) an appeal against a decision by an arbiter,
b) a protest against a player's behaviour,
c) a complaint alleging false interpretation of the regulations,
d) a request for the interpretation of specific regulations,
e) a protest or complaint against any participant, or
f) all other matters which the Committee considers important.
12.5. If possible, the Committee shall reach a decision not more than 15 minutes after the
submission of a protest. The appeals process shall include written representations and a
written decision. The Committee shall endeavour to find binding solutions that are within
the true spirit of the FIDE motto, Gens Una Sumus.
12.6. Each protest must be accompanied by a deposit fee of €500 or a written statement that this fee can be deducted from the prize fund if the protest is rejected. If the protest is accepted, the fee shall be returned. If the protest is rejected, then in this case, FIDE
reserves the right to withhold the deposit fee.
12.7. The decision of the Appeals Committee arising from any dispute in Respect of these regulations shall be final.
13. Journalists
13.1. All journalists willing to cover Championship may contact with the organizers and will be accredited.
14. Visa support
14.1. Players, who need help to get visa, should contact with organizers before June 20, 2012.
14.2. Organizers will send official invitation letters only after all registration fees are paid.
15. Additional information
15.1. In early July atmospheric temperature in Astana is about 25 - 28 С.
15.2. Electric tension in Kazakhstan is 220 volt.
15.3. Currency – tenge (tg). In May 2012: 1 Us dollar ≈ KZT 147.6 (tenge), 1 euro ≈ 194 (tenge)
