REGULATIONS ON REGISTRATION & LICENSING OF PLAYERS

Approved by 2013 Presidential Board

1. All Players shall be required to register with their National Chess Federations (NCF). The
FIDE Regulations on Registration, Transfers and Eligibility shall apply.

2. The NCF (or FIDE) shall issue the FIDE ID Number if the Player does not have one at
the time of registration. NCF will register the Player with FIDE by providing
information containing the Player’s Name, Gender, Place & Year of Birth, Photo,
Passport Number; FIDE ID Number (if any).

3. FIDE/NCF shall issue the Player with a Player ID Card bearing the information from
Rule 2 above.All information shall be maintained in the List of FIDE Licensed Players.

4. A Player who registers to compete in any FIDE rated competition shall be required to
provide his FIDE ID Number.

5. An Organizer receiving any registration must refer to the List of FIDE Licensed Players
before accepting the registration.

6. If an Organizer inadvertently accepted a Player without a valid License, the Organizer
shall be penalized 50 Euro for every infringement. Such Players shall not have a FIDE ID
Number and shall have no Federation Flag.

7. Games played by Players without a valid License shall not count for rating for
themselves. Games played against them by Licensed Players shall be counted.

8. A NCF may subsequently (during or after the competition) register the Player mentioned
in Rules 8 & 9 above provided a Late Payment Fee of 50 Euro is paid.

9. Players without a License cannot play in any official FIDE or Continental competition.

10. For each time a player who has been delisted by his NCF and subsequently re-listed, the
payment is 20 Euro.

It doesn't say what the original licence fee is, though I infer it is €20

I assumed initial registration to be free since no fee is mentioned.

By my reading a 4NCL wildcard could cost an additional €120. (€50 'fine' to the 4NCL, a late registration fee of €50 and a reinstatement fee of €20, though the last of those may replace the middle one.)

It is also worrying that things like passport number will be visible to anyone.

Isn't this what the advocates of membership schemes want?

I thought compulsory individual membership of FIDE had been rejected by the General Assembly.

So what will the ECF's attitude be? Will it have to shut up and put up, like the attitude of leagues and county associations to the domestic version?

The FIDE action is, of course, against its own regulations.

FIDE RATING REGULATIONS (Qualification Commission)
Approved by the 1982 General Assembly andamended by the General Assemblies of 1984 through 2012.

0.1 The following regulations shall be altered only by the General Assembly upon recommendations of
the Qualification Commission (QC). Any such changes shall come into effect on 1st July of the year
following the decision by the General Assembly. For tournaments, such changes will apply to those
starting on or after that date.

5.2 Games played by players without a FIDE ID Number/License shall not count for rating for
themselves. Games played against them by Licensed Players shall be counted.

These should not apply until after GA approval and then only in the following year.
The pubished Rule 8 also has a circular reference to rules 8 & 9 above in the Regulations

Apart from the monetary amounts, these proposals were put forward eighteen months ago.

Perhaps learning from their experience, the advocates of compulsory FIDE registration managed to get them adopted without anyone seemingly being aware that they were even a proposal.

You'll need to get one, of course!

In fact I'm a little surprised FIDE wants passport details. These are readily forged. I'd have thought it more in keeping with their strategy of confirming FIDE's standing among players to require our bank account details

I for one do not want my passport number being handed over to FIDE. I'm only playing chess for crying out loud!

Maybe there is behind the scenes activity, but on the face of it the new regulations would require many entrants to events at the British Championships, next season's 4NCL, e2e4 and other events with internationally rated sections taking place after 1st July 2013 to have to provide their passport details and a photograph to the ECF to pass on to FIDE.

None of the affected bodies, or even the chess news sites like chessbase have yet commented.

No to mention every single FIDE rated blitz and rapid event :(
