The text is from an apparent letter written on FIDE notepaper and signed by Ilyumzhinov as "ex-FIDE president".

I can assure you that the meaning of my words is the following - 'I am ready to leave the position of FIDE President if this is will [sic] be necessary for FIDE'.

The ECF has recent experience with two of the last four Presidents resigning before completion of their term of office. In neither case was a temporary or acting President appointed, rather the post remained vacant until the next scheduled election.
