For Pragg the attraction will be a chess team with GM Le Quang Liem, GM Ray Robson, GM Illia Nyzhnyk and GM Alexander Shibanov. Don’t think it’s really related to K-factor, simply that for many people participation in FIDE rated blitz and/or rapid tournaments just isn’t that common. Given that individual rapid/blitz ratings are by default their standard play FIDE rating at time of first tournament, the obvious solution would be to “reset” the ratings after a fixed period of inactivity. This means that a junior who has a low initial rapid or blitz rating when still weak cannot raise it quickly. if he or she makes fast improvement.
Pragg's first rapid rating was in 2012 when he was only seven years old, and this has deflated his rapid rating ever since.
It should be something that the secretary of the Qualifications Committee ought to have the influence to sort out.
