The way the FIDE rating tables work, a 100% score is worth 800 points more than the average rating of the opposition of 2359 presumably. With K=10, his rating gain won't be nearly as impressive, probably not more than 25 points. Not to be sneezed at though, as it would take him from 2483 above the GM requirement of 2500.

The ratings quoted are not FIDE ratings, so are presumably Canadian ones, and, based on the top 5 players, somewhat higher than FIDE ratings:

When I played in the Canadian Open back in 2010 they used Canadian grades for those who had one (FIDE for others); in Rd 1 I played somebody rated 2350, beat him quite quickly and he said I was stronger than by rating of about 2150 at the time; only after found out he was only FIDE rated at 2130; so there is quite alot of difference between the two systems

The US rating committee use the conversions

US= 20+1.02FIDE and US=1.1C-240 to initialise ratings for those new to US chess with alternative ratings (>2000). So Canadian ratings are considered to be .927FIDE+236, so FIDE 2150 would be about 2230 Canadian.
