Small organisational mishap: Table cards were identical to voting cards and had to be removed from the tables in order to avoid confusion later on.

Further confusion as Denmark arrived late but just in time for the roll call. Looks like Malaysia and possibly a few more delegates might have missed it. The consequences for the voting are not clear yet; it's up to the Electoral Commission to decide.

Treasurer Adrian Siegel starts his Financial Report. Notes a €463,698 surplus over 2017. Elaborates on the termination by UBS bank of FIDE chess's account. Mark Gluhovsky of the Russian Chess Federation takes the microphone and starts asking awkward questions he raised in his recent blog. In his reply, Siegel notes FIDE's "technical problems," denies there is no sponsor and notes financial improvement.

It's suggested that it would be a good idea if FIDE adoped internationally accepted standards in its financial reporting that we discussed on this forum yesterday.

Nigel asks questions about the AGON matter and pretty much gets dismissed with a confidentiality argument. Regarding the accounting argument predictably Siegel replies "There is nothing against this type of auditing." He also said regarding AGON that there are a lot of things not on the FIDE website.

According to Israel Gelfer the AGON amendment was published at the Executive Board meeting Antalya to at least 50 people and it would be available to nigel shortchess as well. The question why it was not published online is not answered.

So far we have done:
0.1 Obituaries
0.2 Report of the Electoral Commission
0.3 Roll call
1 Report of the Deputy President (which didn't happen)
2.1 Treasurer's Report, which we are on now.

There are another 6 items on the finances which hopefully progress more quickly, and a discussion of the Bulgarian situation before we even get to the appointment of scrutineers. We break for lunch in 44 minutes for 2 hours. So we may be a while yet...

We seem to have got bogged down on what happened to some development money offered to Africa, which was left to the Treasurer and Nigel Freeman to distribute, rather than put in the custody of the Continental President.

Zurab Azmaiparashvili tried to shut the numerous African comments down by observing we should hear comments from other continents. That only seems to have sparked even more comments from African delegates.

We've been on this item for over an hour by my reckoning.

I was there and I didn't see it, which wasn't for lack of curiosity. I'm not an EB member, but I had contacts who were.

Makro is now addressing the question of the strange PB grant of $200,000 to Development Commission, passed at their pre-election meeting. The story now cobbled together is that they were so troubled that some people might view this as politically motivated that they agreed among themselves that it could not be touched until after the election - they didn't tell anyone else, for instance the Commission itself.

You might suggest, as I did at Verification, that if they were really so concerned about how this grant might look, and given that it could anyway not be touched until after the following PB meeting, they might have been wiser not to announce it at all.

Many thanks to those who are reporting here on the General Assembly. Much appreciated. A couple of questions. Will the vote for President definitely take place today? What capacity are you all present as and will you be able to observe everything (i.e. is the General Assembly open to all those who want to observe and report)? How long after the voting will it be until the result (or further rounds of voting) are known? i.e. What is the tallying process, or is that one of the many procedural aspects that may be argued over? Finally, what are the stages of the election process, as given on the agenda which I can't see right now, and how the elections have proceded in the past (and where might the sticking points be)?
