There was a song came out in 1990 where "Money Talks" was in the chorus:

From the 1975 single Art For Art's Sake by 10cc (written by Graham Gouldman and Eric Stewart):
Money talks so listen to it
Money talks to me
Anyone can understand it
Money can't be beat Oh no ....
Money talks so listen to it
Money talks to me
Anyone can understand it
Money can't be beat Oh no ....
"The chess-board is the world ..... the player on the other side is hidden from us ..... he never overlooks a mistake, or makes the smallest allowance for ignorance."

Re: Money talks
It is, of course, metaphorical not literal. Literally, the phrase would be something like: "those people and organisations that have a lot of money are able to use that money to bring about the outcomes they desire". You can see why "money talks" is a useful, brief expression (metaphor) for this idea.

I wondered how long it would take till someone just felt they had to produce this.
