What's the difference between "make use of" and "use"?

I'd say that "make use of" carries a slight implication of using something not for its primary use, though. I might say "Soheil Hooshdaran made use of the English Chess Forum to discuss the finer points of English usage", but I wouldn't say "Soheil Hooshdaran made use of the English Chess Forum to discuss where he went wrong in chess games".
