Yes, and people need knowledge, the majority of whom don't know English.
But that's not big money. That's why translation cannot be a full-time job! Even the sloppy translation

I have friends for whom translation is a full-time job, but I suppose translation into English is a rather bigger market than translation into Farsi.

The slightly flippant answer to the original question might be the Copyright, Designs and Patents Act 1988. I imagine the Berne Convention might be relevant too.

Reformatting and copying for personal use may be permitted. However...

Were I to own (legitimately) a Long Playing record on vinyl (grandad), I imagine I wouldn't be entitled to help myself to the same album on CD or MP3 (or any other new-fangled format). I might be entitled to make a cassette copy to play in my car. I might not be entitled to play it were I to have a passenger.

My suspicion is downloading a pdf would be a breach of copyright, unless you had the original author's permission. The other way around might be permitted - e.g. purchase a pdf then print it out - again for personal use only. Again, I suspect the degree to which certain acts are permitted may need to be tested in the courts.

Of course, I am not a lawyer, and nothing I say should be construed as legal advice, so I would refer the questioner to the remarks of the previous contributor, IM Rudd.

There is no binding copyright law for foreigners in Iran, until you individually want to obey it.

a British GM once came to Iran and a young man gave him one of his books to sign it.
After the sign, WGM Paridar paridar reprimaded the young man, saying the GM will be saddened (seeing hiis book printed and bined by a publisher in Iran without his knowledge. They man said he himself in aware of the fact.
Also some people say the reason the books are more expensive in the vest in that they get the money (that people of Iran and other non-copyright compliant countries would pay) from us (in west). Is that true?
