publishing books

Hello.
Asmy respected author has allowed me to publish books outside of Iran, I am asking what can I do to publish books? For example, how can I publish it in e-book format outside of Iran?
(Publishing in PDF is very risky in Iran, as it can easily be spread from one person to another, but I thhink there is a way to protect ebooks abroad, even thought many PDF files of the respected publishers can be download in Iran after a while)
And what factors are4 considered when determining a price for the PDF file?
