MCF AGM 19 July 2012

For your info, the AGM voted:
1: ECF Membership should NOT be compulsory to play in the Manchester League

2: The MCF should NOT operate an MO and sign a Framework Agreement with the ECF

3: ECF Membership should NOT be compulsory to play county chess for Greater Manchester other than where competition rules insist, but non-ECF members will be required to pay a board fee (which initially will be £2 per game) to meet the Game Fee due

Just to be clear then, Manchester League matches will not be submitted for grading purposes? Is that right?

No, they'll be graded.

There's a difference between making membership "compulsory" and simply encouraging membership amongst yourselves. It sounds to me as though the MCF will charge £2/game to all non-members, which is the same as their ECF liability to Game Fee. They assume that when given the choice, the players will opt to become members. Not unreasonably, IMO.

No, clubs will continue to be billed by the MCF the game fee charged by the ECF, as at present

Clubs may well limit their game fee liability by encouraging (or even making compulsory) ECF membership within their club (for players that play in the Manchester League)

2 of our clubs had 100% membership last season and therefore no game fee liability

There was only 1 speaker who wanted the League to go ungraded, and he said he only plays 3 matches a season and wouldn't play next - he said, he couldn't see what he personally got from the ECF, as he no longer cares about his grade

Many discussions at the AGM, as usual, featured people being selfish (how does this affect me/my club) rather than focussing on what was best for the MCF as a whole :roll:

The Yorkshire Chess Association also came to this decision in their AGM a few weeks ago - the games played in the Yorkshire league on Saturdays will continue to be ECF rated but ECF membership will not be compulsory and the £2 board fee for non-members will have to be raised somehow.

I think Yorkshire were originally not going to have the YCA league's games graded but Andrew Farthing kindly came to explain the hows and whys of the new ECF scheme. They then decided to change their minds!

Bradford DCA opted to remain non-ECF graded while Leeds CA opted to remain ECF-graded.

It seems that Yorkshire leagues have just decided to stand pat and eat the ECF board fees. In my opinion, this is good news. It's good that we are falling in line with other counties.

Disclaimer: I wasn't there at the YCA AGM, I'm just reading what was in the minutes.
