Are phone defaults rated?

If you win or lose a game due to a phone default, can you expect this game to be included in your rating calculation?

Does it depend on the rules of the rating system or decision of the event organiser?

The reason I ask is because by opponent's phone sounded in the last round of the 4NCL Easter Congress, but is not listed on the ratings website as one of my results.

Perhaps the fact that the game only lasted 3 moves is relevant?

The FIDE rating website lists the results of games that are rated. If your opponent did not have a FIDE rating, it cannot be rated.

Your ECF rating record shows a gain of 12.6 rating points for your last round game at the Easter Congress.
