That is still a 'php' URL, but with elements added to tell the database what to generate when creating the webpage.
PHP is a server-side language used for building web pages. There is no such thing as a php URL. The "bookmark" button opens a new window (or tab if you set your browser to do so), with parameters added to the query string, as you say.

On another matter, loading the grading database on a secure URL makes browsers (at least the ones I use) complain because the ECF logo image is loaded insecurely.
