Rating List naming convention

I was looking at a set of local league rules with regard to changes needed for the switch to monthly rating.

The ECF intend to publish rating lists on or about the first of each month. For a league, the lists published 1st August or 1st September would seem the relevant ones and a half yearly update, if needed, could use the list dated 1st January or 1st February.

But is it a generally accepted convention that the term "August list" would mean the one published on August 1st?

The use of the explicit ratings will be for rules stipulating maximum ratings for players to participate in teams in the lowest division or below the first team of each club. Also they will drive the rules in the handicap based knock out cup.

I was at a DCCA meeting where we discussed this. I think we agreed to word it something like "the grades used for team eligibility shall be the ones in place at the entry deadline; the grades used for board order shall be the ones most recently published before the match".
