That's likely to throw some confusion in the direction of organisers and players of rating restricted tournaments. Perhaps less so in the UK where the restriction is frequently couched as the greater of FIDE and ECF rating. In practice the ECF rating is the higher one. 4NCL squads have the option of using ECF ratings player by player to set squad orders which many utilise.
The original proposal added 400 to ratings of 1000 with proportionate increases all the way to 2000. The new minimum rating would be 1400 but the addition of dummy games to the initial calculations would make that easier to attain.
