ECF rating of FIDE rated games played abroad

That "temporary measure" has now lasted well over two years and we have learned from Loz Cooper's post above that the situation is unlikely to change any time soon.

It has now changed, with partial reinstatement of rating of games played abroad. Partial because the submission form says only FIDE rated games can also be ECF rated.
