Further to John Upham's post is anything going to be done about negative grades, which in my opinion is a far bigger issue than alignment or not with FIDE / Elo grades?

I havent seen too many negative grades around. I believe that it would be somewhat destructive to allow them to flourish as BCF grades are already on a slow decline and this seems to be a way to greatly increase this rate.
