Looking up individual grades is OK but trying to produce any sort of list (players in a club, games played) produces that message for me.

"508 Resource Limit is Reached" now comes up if you try to access the main ECF site
www.englishchess.org.uk
Excess traffic from everyone looking up new grades?

I have some trouble believing that idea
Some random technical thing seems more likely.

Poor setup is the actual answer.

Reason: MySQL shared database limitation issue would be my thoughts.

Does waiting until later help? How much later... (I had looked up my grade and several clubs listings, but hit this problem when about to look up the final club I play for, which was a bit annoying).

Usually means RAM or CPU allocation has been exceeded.

Trying again does work. I got the message not allowing me in to the ECF site but later I managed to download the club list.

Which does make you wonder how rather
It hardly seems like the most stressful task for the server.
Suppose it could be something like the memory (or even cpu) load on the server getting larger over time as they add more seasons of data so that the January stuff has tipped it over the edge. Might not be easy to fix without more server, which won't be easy either. I guess we'll find out.....
I did also get a few results out just now but no details etc, and then only one club so its coming and going.

Most likely cause is usage of badly coded WordPress plugins imo. Anyhow, I managed to retrieve 228 - down 2, as expected

Still seem to be problems with the database. Fortunately, my grade has gone under 140 !

It's happening intermittently elsewhere - I've just hit it twice on the Tournament Calendar pages.

I'm finding if you just keep trying, you get the page you want eventually.
