I was looking at the top players list on the ECF grading list and noticed that Ian Nepomniatchi has an ECF grade of 299.

Has anybody ever surpassed 300 ECF grade?

No. But I plan to

if Carlsen (295) - Caruana (290) is ECF graded one of them has an excellent chance to get to 300

Also, I am offering £100 to the charity of choice of anyone who asks Magnus about being number 2 on the ECF grading list in a World Championship press conference

The London Candidates is a precedent. Looking up Svidler's history as a test case, he has an inactive ECF grade, but that's from his appearances in Gibraltar.

Did it ever get registered for FIDE rating?

No, but there are special provisions for major FIDE events. The Candidates Tournament 2013, aforementioned, was only registered when it was almost over.

On that occasion I offered to arrange for the ECF to do the registration and the rating if FIDE would agree not to charge us any fee. FIDE declined, so they had to do everything themselves.

Carlsen and Caruana are so close in rating that the five draws so far have resulted in zero changes to their live ratings. I do hope they won't draw all 12 games. That wouldn't be good!

If I had 5 years, 30 novice opponents, and traded away all respect as a chess player I'm pretty confident I could get a 300 rating....
