I think such a rule will cost you entries. I wouldn't play with it in force. I also think you'll need extra arbiters to enforce the rule because players are even more likely than normal to break the second sentence of Rule 8.1.3 if their moves are obvious.

It doesn't really matter what you think is fair or not; the issue is what the rules are and complying with them. It's not my responsibility, but I'm quite sure that the ECF's rules for tournaments to be graded don't give organisers the flexibility to use the rule you want to use in their tournaments.
Thanks for the feedback. I care a lot to do things by the rules and have realized that the 5 min rule regarding notation does apply with 10 sec inc. I will update this on the online entry form immediately.
