what is the time control for the congress? Is it 60+30 or 90+30?
The 4NCL Congresses as with the preceding e2e4 events have always been 90 30.

Have the organizers of the 4ncl Congress ensured that all competitors have been vaccinated against COVID?

As an entrant I know that the answer is No. I don't think it would be legal anyway. They could proxy a ban on those not vaccinated by excluding juniors or making it a seniors only event, but they haven't done that either.

Given that juniors are playing, the answer will be no

I don't believe it's a legal obligation. Also, that would automatically disqualify juniors and most young adults.

Would that be the measure that would persuade you to play?

Demanding proof of vaccination as a condition of event attendance is of dubious legal acceptability. That at least is what the media have said about domestic "COVID passports".

But look at what both Wembley football stadium and Wimbledon tennis require for admission. Proof of vaccination is not the only means of gaining admission, but it is an acceptable one. The alternatives are a recent negative test or "natural immunity", which I assume means having been previously infected by Covid-19 and having recovered.

I've seen speculation that such a condition might be illegal, but I haven't yet seen any clear explanation of the grounds on which that might be so.

The highest rating for the Major will be 1975 and the Minor 1653. That's based on the 130 entries listed on July 6th and a 48/48/34 split. For almost every player their ECF rating is higher than their FIDE one. In practice their ECF rating is just their ECF grade from August 2020 converted. It remains to be seen whether the order for pairings will use the FIDE ratings or higher of these and the ECF ones.

Top ten seeds in the Open according to the higher of FIDE and ECF rating

1 Ghasi, Ameet K IM ENG none 2485 2575 2575
2 Davies, Nigel R GM WLS Tiger Chess 2483 2448 2483
3 Willow, Jonah B FM ENG West Nottingham 2386 2463 2463
4 Arkell, Keith C GM ENG Cheddleton 2381 2463 2463
5 Wells, Peter K GM ENG White Rose 4NCL/Witney 2397 2433 2433
6 Turner, Max N CM ENG Forest Hall 2222 2343 2343
7 Merriman, John ENG Orpington 2246 2328 2328
8 Makkar, Rajat CM FRA France 2231 2320 2320
9 Verma, Aditya ENG Orpington 2169 2305 2305 Round 1
10 Kett, Timothy J CM WLS West Is Best 2178 2298 2298

I thought the Tournament Rating (TR) published was the max of ECF and FIDE.

That's what they are using to allocate to sections. It doesn't preclude reverting to FIDE for pairings.

Keith asked the question at tonight's Zoom presentation. Confirmed that pairings as well as section allocations use the max.
