I am not familiar with the expression, what does it mean?

Also, 40 on the clock means this will be rated for standard play? I assume ECF only?

40 minutes is rated as rapid play, ECF only. Standard is minimum of one hour.

Whwn playing without an increment it's possible to claim with two minutes remaining that the opponent is unable or not attempting to win by normal means. Mostly this protects players against losing on time with an obviously winning position, but could also be used to make a clearly drawn posirion into a draw, It's moved around the FIDE Laws of Chess quite a bit over the years, it's now relegated to an appendix.

Clock substitution is easy enough to apply. You have a standby clock with an increment mode set, and just set the substitute clock by reference to the times on the normal clock.
