According to the 4NCL website this isn't taking place.

We are sorry to announce that the 4NCL Harrogate Congress in January will not take place. Due to logistical challenges beyond our control and much toing and froing with the hotel we have been unable to agree suitable terms. We apologise for any inconvenience this may have caused.
