I noticed that too. It could date back years, he last played 4NCL in 2010-11 although without being able to view his rating profile it's difficult to tell. Alternatively it could have been when he played at Kings Place in July 2017 or 2013.

It has, but not all former victims have yet been reinstated.

I have said many times that it's more a problem for organisers and arbiters than for affected players themselves.

2.3 NCFs have the right to declare that a player is no longer representing their Federation. A player can be delisted by FIDE upon a decision of the Board of the National Federation, mailed to FIDE Secretariat, explaining clearly the reasons of their decision. That applies only in cases where the original de-listing took place after the rule came into force.
