Question about free junior silver membership

There is a child at our chess club who is 17, who turns 18 later this school year.

The ECF website says: "Junior memberships are open to all players aged under 18 on 31st August of the year that membership is taken out."

As we are now on Tuesday 6th September 2022, and the chess year runs from 1st September to the 31st of the following August, this means that he will be 18 on the 31st August 2023.

My question is, is he entitled to the free silver junior membership or not?

He was 17 on 31st August 2022, which is presumably the relevant date if he takes out membership in the near future.
