Tari really going for it today. Both players (especially his opponent) are using plenty of time in the opening.
Compare this line in the French Steinitz:
1 e4 e6 2 d4 d5 3 Nc3 Nf6 4 e5 Nfd7 5 f4 c5 6 Nf3 Nc6 7 Be3 cxd4 8 Nxd4 Qb6
with the line they are playing:
1 e4 c6 2 d4 d5 3 e5 c5 4 Nf3 cxd4 5 Nxd4 e6 6 Be3 (after 8 mins) 8...Nc6 (19 mins) 7 f4 (2 mins) 7...Qb6 (23 mins) 8 Nc3 (7 mins) and Black already thinking nearly a quarter of an hour over whether to take on b2.

The differences are:
a) Black's move not White's
BUT
b) Black KN on g8 instead of d7.

A win for Tari should pretty much shut out the rivals.
And yes the Junior Champion gets a place in the 2019 World Cup. At least, last year's winner got a place in the 2017 event.

AFTER 17 minutes Xu Xiangyu decided that discretion is the better part of valour and played 8...Bd7, a move that's not an option in the analogous French line.

True, and he is likely to have the colour advantage in the last round, but Tari won the head-to-head.
That probably means Alekseenko needs to score half a point more?

Doubleanand probably let a chance slip away today ... even at the end machines think he can play on qith Qa8, Ra7 and seriosu threats to Black's king. If he'd converterd that he's besharing the lead ...
