Why are some pages left blank in printing

A couple of reasons for this.
The main reason is that traditionally major new sections were always started on a right hand page.
The title page would be on the right
The first Contents page should start on a right hand page.
After this things like the Forward or Introduction would begin on the right and then similarly for each chapter.
So if one of these sections also finishes on a right page a blank page is inserted.
Occasionally pages are deliberately left for reader's notes.
Not all publishers follow these rules, but it is quite common to do so.

Yeah, it was irritating for IM Ghorbani that My publisher consistently would start each chapter on an odd-numbered page. as my book had several 'Introductions' (by GM Ghaeemmaghami, me -the translator- & GM Seirawan-the author) and seven chapters + glossary, Index, and about the autors, the book does have many pages left blank, particularly when they chose to separate the title page of each chapter (I disallowed it, deeming it as wastefulness).
But I noted in a college textbook that this principle were ignored.

One reason is to bulk up the book and thus charge more.
