Whilst we debate here whether a smart phone can be carried openly or concealed in a jacket classified as a bag, look at what the USCF forum discusses in all seriousness.

That site is mostly about openings, being a spin off from the Chess Publishing theory site of Tony Kosten, but does touch on general issues from time to time.

Only in America.... look around any tournament hall and you'll see all manner of 'oddbods'.... then again, they might have a point! :D
