For what it's worth, one of the sponsors is reported to be Russian company PhosAgro. PhosAgro was also a sponsor of the 2016 Candidates tournament.

This may be a bad translation, but the chemicals listed are not elements and even if they were, they are not "rare earths".
They look respectable enough.

PhosAgro won't be the only sponsor. Korotkova: "One more sponsor will be announced soon at the Baku Chess Olympiad, and more sponsors will be revealed closer to the match. There is no general sponsor (taking over the whole event), its a matrix of sponsors."
The playing hall will have room for up to 300 spectators with ticket prices up to U.S. $50. Tickets were planned to go on sale on August 17, but at the time of writing, sales on the official site haven't started yet.

Virtual reality or 360 degree broadcasting is the latest cutting edge technology that AGON intend to introduce for the WC match at the fish market...of course you are going to have to pay for it. It was also annoying that his entourage were constantly chatting on their cellphones. If arbiters are going to be challenge veteran GMs on their way back from the facilities, the same constraints that apply to players should be applied to FIDE officials.
