Yes, that one really is a case of two different words meaning exactly the same thing!

Actually "shall" and "will" are two of the most easily interchanged English words. I think that is basically your answer.

What's the difference between procedure and method in:
I shall utilize the concept of the Plan A, but with a different procedure

Procedure and method are essentially equivalent in that sentence.
