Christopher, the answer to most of your questions is that when the meeting is chaired by one of the candidates anything is possible.

Heh. Having managed to open the pdf of the agenda, I see the election is item 4 on the agenda. I remember appointment of scrutineers being contentious in the past, so I take your point Nick. Chaos is possible and likely!
The agenda as published covers all three days allowed for the General Assembly in the Congress schedule, yes? No rest day for the players. Rounds 9, 10 and 11 are today, Thurs (both at normal 3pm time) and at 11am on Fri (local times?). Last round early start. Oh well.

"Chaos" now as the translation machines have failed, and the non-English speaking delegate can't be understood on the Bulgarian item on the agenda.

The PB member who suggested earlier ( and not entirely unreasonably ) that we were hearing disproportionally from the African continent has now made a grovelling apology for any offence inadvertantly given.

We have done Bulgaria, approving the new Federation, and we seem to have skipped lunch and moved on to the election.

Terms of the election agreed by the three candidates. 1st round: 50% + 1, 2nd round: First Past the Post, but all three candidates are eligible to stand in the 2nd round.

All three candidates are agreed that the election rules are clear but now Rivello, bless him, has explained that they are really not.

So why weren't these issues raised and addressed before the meeting?
Also, if it's needed, when will the second vote take place (how long after the first vote)? Possibly this could be important for horse trading.

Vote for scrutineers is a shambles, but maybe that doesn't matter.

Yes, and that is where it certainly helps to be chairing the meeting.
