Hampstead Congress ALL FIDE RATED from August 2019?

At the moment I am considering (for August 2019 onwards) FIDE rating the third section at Hampstead, this will probably be Under 1700 (and you would also have to be Under ECF 135). What do you think? As in the other sections, all players will ideally be ECF Gold members or pay a £10 supplement to the ECF with entry. This is not in order to attract more entries (we are at capacity already!) but in order to encourage players to split more evenly over the bottom two sections - http://bit.ly/hampsteadchess

In this case I would have to think about Roger D's point elsewhere - what ECF grade do I use for eligibility for the Under 1900 (Under 160) and the proposed Under 1700 (Under 135)? At the moment if someone hits 2200 then they simply can't play at Hampstead, even if they have bought tickets and booked accommodation - but it is made relatively easy to view and predict rating changes. Will the ECF system be as transparent and easy to predict?

I'd be interested in what you need for transparency. I'm sure we are all in favour of the idea, but something concrete would help design.

It occurred to me that a feature of the FIDE site could be useful. That's where the expected rating change is shown where results have already been received and calculated. In practice though, FIDE make little use of this, for ECF results anyway.

There's an immediate presentation problem though. With the ECF proposing to include results against unrated players, presumably no ECF calculations can be completed until it is known that all the results for unrated players in the current month are known. Either that or you get a half and half solution where only the results against players with ratings can be shown. Perhaps the estimate of change could be qualified. Show change against rated players and then separately change against unrated players. The latter is either zero or "unknown" until the final results are processed.

In the British Championship Congress there are sections restricted by rating. Where the ECF grade applies, it's specified as being January 2019 for this year's tournament. No similar stipulation is present regarding the FIDE list, so what would apply for a player who drifted in and out of eligibility is not documented. In the British, there are other events in parallel that an ineligible player could be transferred to. Perhaps they rely on that.
