There is a cost for ECF grading, which Brent will still pay, which is waived if the relevant players are ECF silver members.
The additional surcharge for FIDE rating a Rapidplay tournament, on top of ECF grading a Rapidplay, is a whopping £0. The only cost is the time spent sending the rating files to the IRO.
We tried telling him this several years ago, and after many emails the message got through such that everything was FIDE rated. It seems to have now not got through again.
