I say this based on the evidence in front of me which suggests that by the time they reached the "t"s they still had Jiffy bags and letters but had run out of badges. Still, it's the thought that counts.
Ah, but I was so much older then. I'm younger than that now.

Look no further for the culprit than me. I ordered the badges, OK'd the design, queried and obtained the funds, created the list, set up the mail merge, printed the labels, stuck the labels on the jiffy bags and organised the posting. I was not solely responsible for putting the letters and badges in the bags, but it would be churlish of me to blame my 1-point-4 colleagues in this instance - it's a fair cop, it falls to me to make it right. A badge will be in the post tonight 1st Class, with my apologies and the gratitude of the ECF.
