The way you see the world depends on your point of view and context.
So, from our point of view the Sun rises in the East, from the point of view of the Solar System this is an illusion brought about by the position and relative motion of the Earth, but from the viewpoint of a distant star or Galaxy the Sun and Solar System and even our Galaxy may be moving in all sorts of ways which we are oblivious of.

Isn't the point here that, if Carlsen can publicly accuse Niemann of cheating without incurring any form of penalty, that creates a precedent for others to make similar claims about their opponents? (Whereas, if I recall correctly, there's a FIDE pronouncement somewhere that cheating claims should be made only privately to tournament arbiters). Wasn't a precedent set in 2017 when Mihaela Sandu was accused of cheating by other players with the only 'evidence' being that she was having unusually good results? That judgement says there are "mitigating circumstances" which explain why the sanctions were not harsher.
You can easily see this being the case with Carlsen as well.

The mitigating circumstances were that the arbiters had messed up the complaint and then FIDE had messed up the inquiry.
