I am probably a bit more sympathetic to Carlsen than Paolo. But seems very likely to me FIDE will impose some sanction on him. Even if you believe a FIDE inquiries more political than judicial, he has hardly endeared himself to them.

Warning as to future conduct and a suspended 3 month ban from FIDE events would seem reasonable to me.
Something like that is very plausible, I would say.

And in other news the Sun rose this morning in the East and the Pope remains a Catholic.
Actually, the sun didn't rise - the earth rotated.
You're technically correct from the framework of the Solar System, but on a grander scale uncle Albert taught us that there are no fixed points in space which we can use as privileged reference points. No ether, no grid. Instead everything is relative to everything else.

The way you see the world depends on your point of view and context.

So, from our point of view the Sun rises in the East, from the point of view of the Solar System this is an illusion brought about by the position and relative motion of the Earth, but from the viewpoint of a distant star or Galaxy the Sun and Solar System and even our Galaxy may be moving in all sorts of ways which we are oblivious of.

Isn't the point here that, if Carlsen can publicly accuse Niemann of cheating without incurring any form of penalty, that creates a precedent for others to make similar claims about their opponents? (Whereas, if I recall correctly, there's a FIDE pronouncement somewhere that cheating claims should be made only privately to tournament arbiters). In principle, that would seem to apply irrespective of the merits of Carlsen's claim.

Wasn't a precedent set in 2017 when Mihaela Sandu was accused of cheating by other players with the only 'evidence' being that she was having unusually good results? The sanction applied to the accusers was of no practical consequence to them.

That judgement says there are "mitigating circumstances" which explain why the sanctions were not harsher.

You can easily see this being the case with Carlsen as well.

Not in the sense you might think.

The mitigating circumstances were that the arbiters had messed up the complaint and then FIDE had messed up the inquiry.

Win for Niemann ?
“We are pleased to report that we have reached an agreement with Hans Niemann to put our differences behind us and move forward together without further litigation. At this time, Hans has been fully reinstated to Chess.com, and we look forward to his participation in our events.
“I acknowledge and understand Chess.com’s report, including its statement that there is no determinative evidence that Niemann cheated in his game against me at the Sinquefield Cup. I am willing to play Niemann in future events, should we be paired together.” - Magnus Carlsen

Sounds like it. It will be very interesting to hear the behind the scenes account. I note Hikaru is not mentioned.

And whatever happened to the report (promised for publication last April) of FIDE's Ethics and Disciplinary Commission on the matter?

Perhaps there is now nothing to prevent it from being published!?

"Since June, both sides have negotiated privately in a good-faith effort to resolve their issues and allow the chess world to move forward without further litigation."

"Good-faith"?
