Is there an existent tool / utility that will examine an event entry list and flag up any entrants who are not current ECF members?

Currently I check each entrant one at a time using

https://ecf.justgo.com/MemberFinder.htm

but the novelty of using that wears off quite quickly.

I use the congress.org.uk site for entries, this checks against the membership list and lets you know the status of each entrant.

I suppose you could write something in Python to get / show the contents of the ratings search URL:
For example:
https://rating.englishchess.org.uk/play ... am%2C+john
(the %2C is a comma)
That might allow you to quickly see which people need to be checked by hand using the URL you mentioned.

Clearly existence of such a tool would be to the commercial and membership benefit of the ECF and it will save issuing fines / penalties after the event.

Perhaps it exists but is being kept a secret?

The 4NCL has something that does this, although their use of it is flawed.

Both last year and this year I've been informed that I'm not eligible to be selected to play in the first weekend because my membership expires on 31 October. In fact, I am eligible to be selected. I'm just not eligible to play unless I renew my membership before the team lists are published.

The private nature of non-members' data needs to be respected. Has their agreement been obtained?

Some years ago, a black skull and crossbones symbol was displayed on a website to identify non-members, apparently to intimidate them. I found it deeply disrespectful. See here:
