When will the rules be published?

One might conjecture that the demand by a promoted team for a rule change is a reason for the delay. If granted, it could have an impact on team selection for division 1 teams.

I suspect it is more likely they are deciding whether to change them to black to move first to cover them from the acquisation of racism

Well Wessex had 4 teams in the 2019-2020 season @ the bargain rate of £110 per team !

That was back in the heady pre-Covid days when we used to receive very significant bedroom commission income from the hotels we used

I should have added as context that the bedroom commission income was worth around £150 per team, so in that respect entry fees had to take account of its loss.
