Why? They are consulting the players - Gelfand may favour Moscow and Anand may not want the extra pressure of playing at home
Finally, the decision is being made by someone not rational, who may be under pressure from Russia
Who did India vote for in the Presidential election and what have the Indian Government said about his visit to Libya? That seems to have determined some of his policy in selecting World Cup wildcards

Do we know if either of the players has said anything?
At least the players seem to have an obvious mutual respect for one another, which should avoid some of the more unpleasant shenanigans of World Title matches passim.
PS Mildly surprised there wasn't a bid from Israel.

Out of interest, it says on the FIDE press release that India would have first option on the 2013 match - I thought they had introduced a two year cycle?

Perhaps the safest thread title would be "World Championship match to be held somewhere, probably next year, but possibly somewhere else and the year after, depending on the whims of FIDE".
