If the event isn't able to check the arrival of all the participants, would it not be better for round 1 at least, to re-pair players without opponents? Perhaps the ECF's FIDE delegate should be mandated to propose it.

Propose it to whom?
If you want to change the Swiss Pairing rules, you have to go to the Commission that determines them. If that Commission has Stewart Reuben on it, it's usually better to just e-mail Stewart direct.

Perhaps not surprising, as the incident to which I assume you're referring occurred almost 9 years ago.
It reflects very badly on the organisers if they are not enforcing their own rules on checking player eligibility, which would have also ensured that no-one was paired who was not present at the event.

Thanks for the props Peter, but it is not me reporting! Would seem so with the adorable photo of Callaghan! I think it is Hillary Altman and Neil Elliot! Thanks to them for keeping us updated.
