What are the reasons for this change? Won't this change render the tournament ineligible for ECF grading?The international laws of chess shall apply except that, contrary to said laws, a first completed illegal move will result in an Arbiter’s warning but no time adjustment. A second such move will result in the loss of the game except in the limited circumstances (insufficiency of mating material) set out in the said laws.

I had thought not but now realise I'm probably wrong, in which case (and thanks for pointing it out) I'll amend this before entries arrive.
