It's quite simple really:
Play lots of chess
Read lots of chess books on all aspects of play
Other things:
If you know someone is pretty good at a particular opening or style: avoid it.
Draw losing games and lose few against players graded lower.
Avoid players who are on form if possible and you know you may struggle against.
