The ICO suggests that you first try to resolve the issue by requesting the sender to remove your address. I can't find anything about an apology in either the regulations or the ICO's advice.

As for the FOI, this might help you decide whether it is relevant:
"The Freedom of Information Act gives you the right to ask any public body for all the information they have on any subject you choose." I doubt that the ECF would be considered a 'public body' under the Act.
