If you set out with the aim of arriving on time by car, you'll arrive late if you get stuck in traffic etc. You're not inspired to rush, because you know the car will still be there. If you have to catch a bus or train, you have to be at the stop/station early. Otherwise you'll be late at the other end. So with public transport, you're either early or late. There's no sliding scale in between where you might fit between the two extremes. With the extra motivation to be early, you set out early.
However, buses have a habit of not turning up (at least, around here). So you have to make sure you allow for a bus being missed out, or a train being cancelled, to ensure you get to the venue in time for Round 1. Otherwise, you'll probably get there after the default time. If all goes smoothly, you get there with plenty of time to spare.
